As Sudan navigates its most dangerous crisis in decades, diplomacy has become a crucial battlefield. Since the “Foundation Government” (Unity and Peace) announced its structures, Foreign Minister Ammar Amoun Daldoum has taken charge of its diplomatic strategy. His vision is clear: dismantle the old centralized state and rebuild it on principles of equal citizenship, secularism, and democracy.
Who is Ammar Amoun Daldoum?
Born in the Nuba Mountains, Daldoum is Secretary-General of the Sudan People’s Liberation Movement-North (SPLM-N) and a key figure in the Foundation alliance. He was appointed Foreign Minister in September 2025 under Prime Minister Mohamed Hassan Al-Ta’ishi. An experienced negotiator, he previously led his movement’s peace talks and represented Sudan on the African Council for Human and Peoples’ Rights in 2008.
A diplomatic push on multiple fronts
Over recent months, Daldoum has worked to present a “new image” of Sudan internationally. His government has conducted visits and consultations with several countries and secured receptions in some regional capitals. He endorsed the International Quartet’s statement on Sudan’s unity, humanitarian aid delivery, and a humanitarian truce. His government has even opened humanitarian corridors in areas it controls, he says.
His core message remains unchanged: there is no military solution to Sudan’s crisis. In media interviews, Daldoum stresses two points:
- The Foundation Government has never refused negotiations — it is the Port Sudan authority that blocks political solutions.
- His government welcomes the Quartet initiative and any regional efforts for a just and sustainable peace.
Regional diplomacy bears fruit
Daldoum’s work goes beyond statements. He helped coordinate the visit of RSF commander Mohamed Hamdan Daglo “Hemedti” to Uganda, where he met President Yoweri Museveni in Entebbe. The goal was to secure African backing for a civilian, decentralized peace in Sudan.
His ministry has also taken a firm stance against what it calls “external interference” supporting the army and Port Sudan. Daldoum has called on the U.S., UN, African Union, and IGAD to cut off supplies that prolong the war and deepen the humanitarian catastrophe.
Facing accusations that his government is “virtual” or seeks to divide Sudan, Daldoum has pushed back strongly. He insists the alliance wants to preserve Sudan’s unity and build a transitional constitutional system , not carve up the country.
A diplomatic war for legitimacy
Ammar Amoun’s moves in 2026 show that the Foundation Government’s fight is not just military. It is a diplomatic war for recognition and regional legitimacy. As it tries to de-escalate tensions and resist pressure, the alliance is working hard to position itself as an indispensable partner in any future roadmap for Sudan.
